The 2014 Research Excellence Framework (REF) was managed by the REF team, based at the Higher Education Funding Council for England (HEFCE), on behalf of the four UK higher education (HE) funding bodies. The REF was developed by HEFCE, working with the other UK funding bodies, between 2007 and 2010. It was implemented from 2010 to 2014.
